Picked up Thunder Step recently, which allows you to "teleport yourself to an unoccupied space you can see within range"(90 feet) with my Wild Magic Sorcerer. If he gets a Wild Magic Surge which "cast fireball as a 3rd-level spell centered on yourself", does the fireball happen in the location he was, or where he ends up? I figure he would still take the damage either way, but it would help determine whom else gets damaged. This would apply to any "teleport" based spell...Misty Step, Far Step, Teleport, etc.
As per the Wild Magic Surge feature itself, if you roll for a surge, you roll "immediately after you cast a sorcerer spell of 1st level or higher".
As such, any instantaneous effects would resolve before the wild magic surge takes place. Feel free to teleport behind enemy lines to explode everyone. Remember to bring your resistance (and hope for a 7 rather than an 11, because that's just embarrassing).
