Thought Form gives the ability to escape pretty much any room/bounds. You stay the same size, say medium, but take any physical form you wish - such as needle thin. There's not even a verbal component so there's no way, beyond unconsciousness, that such a wizard could be prevented from using this. Agreed?

Based on the text below, I would say that whatever you can do would be a DM call. The text descibes the form as a "luminous figure of psychic energy" with their psionic focus embedded. The effect can not be achieved without the psionic focus so the easiest way to prevent a wizard from using it is just to take their stuff. I would think that the psychic energy might be able to squeeze around things but not the embedded psionic focus so the minimum space you could move through would be limited by the psionic focus size.
However, since the psychic energy can appear as any form you wish limited by being size medium, I would tend to rule that you could modify the shape as required to escape manacles or fit between bars but you would still be limited by the size of the psionic focus which is required to achieve the effect.

6th-level Psionics featureWhile you are carrying your psionic focus, you can use a bonus action to magically transform your body into pure psionic energy. The transformation lasts for 10 minutes, until you use a bonus action to assume your normal form, or until you are incapacitated or die. While in thought form, you are a figure of luminous psychic energy, with your psionic focus hovering within. Your form can appear as anything you wish, but it is obviously magical, is the same size as you, and sheds dim light in a 5-foot-radius. Any other equipment you are wearing or carrying transforms with you and melds into your thought form."
Thanks. I was thinking more in line with parts of the body rather than the whole form - making wrists and hands needle thin for example - but I hadn't considered the size of the focus. A fucus in the center wouldn't prevent the extremities from being changed and my size would still be medium.
I was also thinking of the ability to move under a door by progressively making path of the body thinner, in which case the focus may well be an issue.
Must remember to use a very tiny fucus, hehehe.
It'll be a one-shot trick - if my DM can't find a reason to stop it I'll find myself in a very well thought out predicament the next time I need to be secured!
