If I create a spellcaster with the simic scientist background, do I get access to all the spells listed when I get the appropriate spell slots?
Secondary question: If I start as a non-spellcasting class with the background but later gain the spellcasting or pact magic ability, do I get access to the appropriate spells?

While playing such a character, yes, you would have all of those things.
Unfortunately, DnD:B's character sheet system is not capable of modeling that at this time. You'd have to do it manually through placeholder custom items or custom feats or similar methods. It's a limitation of the way the system is designed. That said, they have been working on this and other things (like the Dragon Mark spell lists) and are in the process of making it "go". So it's coming. Someday.
Wait really? I thought they used to show up on your character sheet, though you wouldn't really see them in the character builder... or am I just thinking of the Eberron House races? Those still work.

The Dragon Mark race variants have never, and still do not, function. I admit I have not personally tried the Ravnica ones, but based on statements from other posters about them not working and the lack of deployment of the new backend for the character sheets, I see no reason to dispute that claim.
The original "UA" versions from Wayfarer's Guide to Eberron worked, but those were completely reworked before Rising From the Last War. They also leaned heavily on the Feats part of the system, rather than the Racial Traits part.
The racial expanded spell list does not work, and has never worked. It was stated that making it work would be dependant on the character sheet backend rewrite which is maybe sorta close to being done soon? And it was mentioned recently this is still the case, and as a result the end product will be released in pieces to ensure things like the Dragonmarked Races work properly as soon as possible.
And yes, it's a very touchy subject. I'm not the only person more than a little peeved about a feature that I paid for not working for months. But now we're significantly off topic.

Ah, my mistake, I was only looking at the spells they grant, not the expanded spell lists. So, Ravnica background works, Eberron races don't work... literally the opposite of what I thought haha.
