I wanted to create a vampire npc for my champaign in dnd beyond and wanted to know what race of elf i should use, which class, and if i should use the official vampire stats for the beast.
I was also wondering if I could make her a wizard and perform with ice magic/spells? If not then let me know how I should implement the character in to still be a vampire but have some sort of person alongside her that cast's wizard spells (since the city i'm making my party travel to is frozen over and abandoned due to a mage/wizard/ or sorcerer with majority snow/ice magic freezing it.)
If these pose problematic then let me know what i should do instead.
There is a Vampire creature that you can always use as an NPC. Not all monsters are immediately murderous and unable to be reasoned/teamed up with. There are also Vampire Spellcasters and Vampire Warrior that are in the monster manual.
If you really do want to play a vampire class/race it would be worth looking into varying homebrew to see what they have done. You do seem to have a strong character concept with the Ice biased spellcaster character, so make whatever you think will work and if it doesn't quite feel right try making something else!
Wizards released a playable vampire race in their Plane Shift: Ixalon MtG crossover supplement. I don't think it's integrated into D&D Beyond, but it's the closest you can get to an official Vampire race that doesn't have all the baggage attached to homebrewing a new race from the Vampire in the bestiary
For vampires / werewolves / half-dragons / etc, I create a Feat that makes the changes desired. That way any type of character can be used to start and then modified to fit, rather than having to individually make a vampire elf wizard, vampire dwarf monk, vampire human ranger, and so on.
Ideally, DDB will eventually have a homebrew template capability that has more options than exist in the feats homebrew, and differentiates being bitten by a werewolf from training with a polearm a little better.
