guess i never really thought the DM could just fizzle the spell. I'm rather new to D&D, I figured it just be a cool thing to throw in near the end of a campaign. You're absolutely right though.

Don't be afraid to be a bit creative with Wish, but it's very expressly not a perfect magic solution to any and all problems. My advice when you go big with it is to use it to overcome a single major obstacle, not an entire plot.

Alternatively, your wish works and the entire world is thrown into devastation as 25% of the population vanishes, including many political leaders, many heads of business empires, and large portions of the militaries & police forces. Anarchy reigns and people continue to suddenly vanish without warning as their desperation turns them toward lawful evil means to regain stability. The dust only settles once most of civilization is destroyed, and only a handful of small religious orders and druidic circles remain... This would only apply if it was current & future evil.
Alternatively, your wish works but results in your character never being born since far back in history one of your ancestors was evil or interacted with an evil entity that was required for your character to be born. Thus creating a time paradox that is only resolved by the god of fate causing a rock to fall on your character the moment before they speak the wish.
would changing the time to current and future living, but implying that the souls and corpses/remains of past evil are also sent to the Perma-void so that they cannot be accesed by any means work?

What do you mean by "work"? You'd get my first scenario where short-term society & civilization collapses and long-term people just constantly vanish into thin air, because alignment isn't fixed. E.g. a family where the mother is lawful evil, the father lawful neutral, and the kids are lawful neutral. You make your wish and the mother vanishes with no warning and no explanation, this causes the father to become fanatically angry and swear vengeance on whomever did it thus becoming evil and suddenly vanishing as well, the kids are now orphans with no explanation and end up on the streets, stealing to get by, one discovers they are quite good at stealing and decides the world has done them wrong and they deserve more so they start stealing for greed and thus vanish, the lone sibling swears revenge on whomever has taking their entire family and vanishes as well... Now multiply this a million fold across all the known universes.. Sure your party are unaffected, but their friends or family might suddenly vanish into oblivion.
For that matter, how long would it take for your character to start resetting the parameters of the wish to vanish everyone and everything they disagree with? Since you are also essentially making your character the single and sole arbiter of what constitutes "evil", you are effectively making your character the ultimate tyrant dictator of the entire universe able to simply point a finger at someone and say "you are evil" or perhaps merely think "they are evil" to have them forever vanish.
Though it would make an interesting set up for a follow up campaign. An adventuring party must navigate a terrifying world dominated by your previous character where people just suddenly vanish all the time should they do anything that your previous character has decided constitute "evil", and must find an ancient relic that grants a Wish in order to undo your previous character's Wish...
Rule #1 about wishes - you get ONE wish. A wish like this is not a single wish:
I wish I got a million dollars and a hot girlfriend and I was not sick and I was famous and everybody likes me and my dad was still alive and my sister stopped hitting me and Joey down the street was scared of me.
Best thing for a DM to do is to say the Wish stops at the word "AND", the period at the end of a sentence, or any similar construction.
If you tried that wish on me, I would say "Everyone turns around for a second."
I think it's hilarious; were I your DM I would absolutely let it work. Then we'd never play D&D again, because you've Wished all the conflict out of it.

Another totally viable take. Basically, anything that isn't explicitly in the rules you should be talking to your DM about not randos on the internet. D&D is a collaborative game, not one where you try to beat the DM.
well to be fair, this entire wish thing is meant to be a joke, taking place well after my party is level 20. And it would only count towards that specific campaign, not any following.

There are other options. For example, the caster might simply vanish out of existence because somewhere in that set of creatures targeted by that wish is a creature with the ability to turn magic against its caster.

This sounds like an interesting interpretation of wanting a dungeon master.
biggest problem with the wish is the perma-Void plane. I think you should fire your realtor.
I see a big loophole - the GM saying, "You are taking the mickey. The wish fizzles."
This is a game about pretend elves. It is not a courtroom or other legal negotiation venue. I'm not a lawyer, you're (maybe) not a lawyer, your pretend elf is not a lawyer.
My wish, is to permanently turn all creatures, entities, beings, objects, weapons, and the like (living, nonliving, mortal, immortal, or similar) that have existed at any point in time (past, present, or future including all adjacent and nonadjacent multiverses) across any and all planes of existence (including but not limited to the planes officially known as the Abyss, Acheron, Arborea, Arcadia, and only carbon, identified on the periodic table as C) and be irreversibly teleported/shifted (across planes if need be) to the plane of my own creation which from this very moment onward will be officially and most commonly referred to as the “Perma-Void.” (an infinitely expanding plane of existence, devoid of air, mass, or the like, that is only able to contain the element carbon if said carbon has been teleported/shifted to the plane by myself personally) Upon the arrival of the nonliving, nonmagical specs of dust (with a chemical makeup of carbon and only carbon, identified on the eternities, meaning the plane itself will not be accessible, reachable, attainable, approachable, within reach, available, obtainable, or nearby, as well as visible by natural sight, scrying or similar by any means including magical, nonmagical, worldly, or otherworldly means including the wish spell. The only exception to this specific wish spell, is if another form of the wish spell is unearthed in an edition of Dungeons and Dragons that is created after Fifth Edition

DM says the spell simply fizzles out, you get no effect and all the penalties of casting Wish.
Don't try to play lawyer on Wish, it very expressly gives the DM both broad latitude on how to interpret your wish and outright veto power.

read the wish spell again.
Its no longer the wish spell of old.

In body yes but would you gain all those interesting powers and the knowledge to use them.
And would it last longer than one hour or will another wish be needed to make it permanent?
Another totally viable take. Basically, anything that isn't explicitly in the rules you should be talking to your DM about not randos on the internet. D&D is a collaborative game, not one where you try to beat the DM.
If you hold True Polymorph for the duration it lasts until dispelled, so it’s pretty close. The rest is up to the DM.
