So I was wondering how good this combo would be versus a sword and shield with the dueling fighting style. Considering a base of 16 strength, a normal attack round would go something like;
Longsword and Shield: 1d8+5, with 2 higher AC. Damage Ranges - 6-13 dpr, 9.5 average
Double-bladed Scimitar: 2d4 +3, with a bonus attack of (1d4+3). Damage Ranges - 5-11 (9-19) dpr, 8 (14) average, with the ability to gamble d4 rolls of 1-2 and take the second roll.
So, how good is great weapon fighting for the DBS? being able to turn a roll of 2 (1+1) into a possible 8 (4+4) seems like a pretty good deal, though you could just as easily turn a 4 (2+2) into a 2 (1+1) if you aren't smart with it. I'm not super sure how to math out the difference it makes.
I like to think of the Double Bladed Scimitar (I'm happy to see some of the silly/fun weapons back) to be more comparable to two-weapon fighting then sword & board.
Most Great Weapons either offer Reach and slightly hire damage die or a much higher damage die. If you roll a 1 or 2 it's great to have that re-roll from the fighting style. Dueling makes Sword & Board so that your damage die is effectively 1 higher, I argue it's actually better because the +2 damage raises your MIN damage. Two-Weapon Fighting uses a smaller damage die, but gets an extra attack for a chance at more damage. (the feat negates the smaller damage die, but let's not get into feats!)
To me, the Double-Bladed Scimitar is the first weapon that makes me want to make a Great Weapon fighter instead of Sword and Board.
The damage die is the same as 1d8, but the 2d8 has a higher min, ontop of that when you're rerolling it half the time that's much better odds of getting a better result (it might not be, but it's a chance). You sacrifice the defense of a shield for the chance of an extra attack. This is also useful because if you want to go Eldritch Knight or Arcane Trickster (feat making it Finesse) a Two Handed weapon doesn't use up a hand for somatic components. I also really like abilities that utilize the Bonus Action consistently, maximizing your Action Economy. Yes, you could reroll double twos into double ones.
I was considering going for a double-bladed scimitar on a pact of the blade warlock in an upcoming game, once he gets to 3rd level. Then I was considering how a dip in either fighter (1) or Paladin (2) would help him, but the dip itself would need some changes in my current stats. So, I was considering what it would do for my character in terms of damage done, but I'm not sure its worth the effort and changes to my stats.

If you're looking strictly at the average damage then a +2 bonus is equivalent to a damage die two sizes bigger. Going up one die size only increases your average by 1.

If you roll 1 on both dice, does GWF let you reroll both dice or just one of them?

It lets you reroll any 1 or 2 you roll on a damage roll. So if you roll a 1 and a 2 on your 2d4, you can reroll both. Each die has its own reroll.

Yes. The Fighting Style doesn't place a limit on how many dice you can reroll.

Yes, GWF would also apply to the weapon's bonus attack.
