Any spell caster can use a component pouch - really for any components but hey have realize that consumables will be used up. A component pouch is non magical - just a sack with a bunch of compartments in it - you can put anything you want in them that is not too large. If you want to carry your money it fine it’s easier to keep it sorted PP in one compartment, GP in another, etc. using a focus allows you to go without the nonconsumable inexpensive components but you might still use the pouch for the others. (Or you could use cross strapped bandoliers or pouched belts they are all non magical containers for anything small that you need to access quickly).
It sort of defeats the concept Bards were designed around. They're supposed to play instruments when they sing rather than just do acapella. They get multiple musical instrument proficiency that go to waste and they miss out on the magical Bardic instruments. There is nothing inherently wrong with it and there's no rule or reason why couldn't use other foci including the much argued about Component Pouch, so you're fine there.
I can imagine them using a conductor's wand as a focus, or perhaps a book of sheet music or lyrics.
I play a bard that can’t carry a tune he tells stories, chants, etc but never sings. He likes wind instruments so he doesn’t have to sing but does know how to play strings . Designed that way so no DM every asks ME to sing when I’m playing him. Friend of mine once told me I’m the only person he ever met that could sing a note wrong two different ways in once.

See title. this is for a character who is of a bard class but is not really into musical instruments. But she has a great singing voice!
Yes, all spellcasters can use a component pouch for their Material component as long as they are not consumed or have a monetary cost.

If I'm not mistaken at later levels Bards can use their weapon as a focus instead of an instrument.
Depends on the subclass, College of Swords does that. None of the others I’m aware of do. At least not that I recall.
