You need to purchase either Eberron: Rising from the Last War or Tasha's Cauldron of Everything in order to access the Artificer. Or, you need to create the character in a campaign where someone with either of those books has shared it.
If you don't want to drop ~$30.00 for either book, if you look at Tasha's page on the Marketplace, you can buy subclasses piecemeal (separate from the book). If you know exactly what subclass artificer you want to play, it'll by $1.99. You could also buy all 4 subclasses for $7.96 ... at which point you might want to just buy all the Tasha's subclasses for $9.99.
If you eventually want to buy the whole book, you can do so with your prior purchase credited toward the sale.

Live and learn. Generally, if it's official content from Wizards and it isn't available for free use here on DDB, it's not going to be legally free anywhere else. Wizards lets DDB give people free access to the Basic Rules/SRD content, but everything else needs to be paid for.
Yeah, posting about free downloads from either 1e or 2e (the TSR stuff) is totally fine, the legal protections on those ran out a long time ago. Anything from 3e and onward (the WotC stuff) is still protected IP, and therefore illegal to pirate.
