I've had a DM do this before. At level two, a boss had a legendary action: stare unnervingly at the players. It did absolutely nothing.
Have it fall apart, then reassemble.

Have it slowly lift up its face guard, exposing the emptiness within, then reach into its own head to pull something out... and just have it do a "magic trick" like pulling out a rabbit, or a comically long bunch of colorful handkerchiefs tied together

Have it go onto one of the players as though they have the armor equipped with its AC as an attempt to "hide". Then, have it stay on the player until someone hits them with an attack, where the animated armor will just jump off to the nearest empty space.
Some inventor strapped an awesome weapon on, which dramatically deploys. Maybe a complex and terrifying plasma-cannon-looking-thing made from magic and alchemy.
The inventor never did get it to work, and gave up.

According to what you wrote, it absolutely did something. It allowed that monster to break the fourth wall and see through/past the PCs and stare directly at the players themselves. If it had allowed the monster to stare unnervingly at the PCs, then it would have done absolutely nothing.

Have the armor run from danger. The upper half does nothing, but the lower half is a coward.
If you want to mess with your player with animated armor, then have them find a nice pristine piece of armor, much higher than what they currently have. When they put it on, have them roll charisma check (its an intelligent animated armor), if the suit wins tell him he fantasizes about fine metal polishes and is always looking for the best oils and has a pathological fear of getting dented. When combat starts, have him roll charisma checks and if he fails he either runs, hides or dodges in combat when he can't. I'm sure they'll remove curse him if they don't have it up, but for the time being it'll be fun.

Have it wind itself up with a giant key. May or may not have any actual effect.
Find your own truth, choose your enemies carefully, and never deal with a dragon.
"Canon" is what's factual to D&D lore. "Cannon" is what you're going to be shot with if you keep getting the word wrong.
