Our group is considering purchasing all sourcebooks for the class options etc.
However, some players want to be able to read the books, but only the DM will have them. Can they read the books if content sharing is enabled? Or can they only use the rules to create a character.?
Is that only possible if I have the master subscription? Because under quarantine resources is listed that it's upped to 5 campaigns from 3. Is that for the subscribers only?

Late responding because I've been very busy getting ready for my wedding Thursday, but yes, content sharing is only able to be done by someone with a Master tier subscription.
It's $6/month at most, the price of a cup of coffee per player for most groups, and you can let it lapse any month it's not needed - none of the contents currently on a character sheet will disappear or get disabled. What a con indeed...

My annual sub costs about the same as my annual X-Box Gold sub. I get way more value out of this sub than I do that one since I barely play video games anymore, but I share my entire DDB library with a different campaign for each of the players in my group who also occasionally takes a turn behind the screen too. This way, no matter who is running what, on any given week we can all use my purchases. And hopefully when it’s safe to meet in person again we can return to our previously scheduled plethora of concurrently running campaigns. We used to play in 2-4 campaigns at a time and we met around twice per week. (This one at a time and only on Wednesdays thing sucks balls, I was itchy for the first couple months.)
I turned on content sharing, but when my player tried to build their character (Dark Elf subclass) it wasn't available to them??
We’re they building their character specifically in that campaign? When content is shared it isn’t shared with other players, it’s shared within the specific campaign itself and that content is only available in that campaign.

Me too. I've got Master Tier, my brother's playing in the campaign I'm DM'ing, and, while he can access content for characters in the campaign, he can't see sourcebooks.

Where can they find it? My players can't find the phb
On the Menu Bar, go on Sources.
On the website, under the sources dropdown menu. If using the app, if it doesn't show, check to make sure it isn't only showing installed sources.

How do I enable sharing?
With a Master Tier subscription. You create a Campaign slot, invite players, and enable the sharing with a toggle on the campaign page.

No, the owner of the Master Subscription goes on the campaign page and toggles the sharing on for everyone.
