Yes, you can just buy the Drow/Dark elf. On the marketplace/store page, find the PHB entry and click on it. Scroll down to the Races section, and you will find an entry for it,,where you can purchase it separately.
Question about DDB character builds. I want to build a Drow Rogue but there is no listing for them under Elves. is there any way to do this?
Dark Elf is the race you're looking for. It's a subrace of Elf.
You also have to own the Player's Handbook in order to use it on the website.

D&D Beyond FoundersYou don't need to own the whole Player's Handbook - you can purchase just the race you want from it (scroll down on the marketplace page).
Also, if you later wish to purchase the whole Player's Handbook, the price is discounted by the amount you already spent.
