I'm wondering if there's some reason, thematic or mechanical, for Air Bubble to be available to a wide swath of spellcasters, but not to Bards, Clerics, Warlocks or Paladins?
I get why Create Spelljammer Helm is limited to Wizards and Artificers (though I would probably have put it on the list for certain subclasses like Clockwork Soul Sorcerers, Forge Clerics and maybe Creation Bards). It makes sense that not everyone can cast that.
But a simple Air Bubble? Why doesn't everyone get it?
Why Druids but not Clerics? Not even Tempest Clerics?
Why Rangers but not Paladins? (Maybe not Paladins because Clerics can't cast it... but that leads back to the previous question.)
Why not Bards and Warlocks? (Sure, a Bard could use Magical Secrets, but why should they have to? Doesn't this sort of support spell fit many Bard concepts really well?)
Maybe they want to prevent a party from ignoring clean air requirements by casting this spell on everyone every 24 hours, but with all the classes that do get it, many parties will be able to do so from 3rd level onward anyway.
Sounds like it was put on the Arcane and Nature spell lists but not Divine. As for why, I don't know. I'm also unsure why Bards and Warlocks don't get it while it is on the Arcane lost. Possibly music and Patrons can't do the correct magic? It has to be done by the actual caster?
As for subclasses, I don't think they get new spells added to them. New spells only get added to the base class spell list.

The restricted list of classes that can cast it is possibly a holdover from previous editions. Likely only Wizards and Rangers could cast it before, and they added Sorcerer to the list because many wizards were called “sorcerer” back in the day. The spell level might also be from previous editions. It was likely set to 2nd-level to present a challenge to parties just starting out, but not to parties that have been established themselves a little bit.

Because it's a level 2 spell, most likely.
Find your own truth, choose your enemies carefully, and never deal with a dragon.
