At the levels of most campaigns fighters and rangers can be effective dual wielders. Generally fighters are more effective with great weapons which rangers can’t (easily) become so ranger is probably your best bet. As for subclass stay away from beastmaster and drakewarden but the others all work well. The major problem with ranger and dual wielding is the use of the bonus action attack vs the bonus action spell casting for hunter’s mark/zephyr strike in round 1. Overall it’s still a reasonable style. Talk to your DM about using the 1D&D origin and ranger or use custom lineage or variant human to get a feat as part of the background for dual wielding.
Anyone that can pack extra orr bonus damage per hit such as Gloom Stalker Ranger with Hunter's Mark and Favored Foe, à Totem Barbarien with Rage, à Vengeance Paladin with Divine Smite etc
I’d say probably rogue. That one extra attack really isn’t gonna light up the world most of the time for anybody, but having it for a rogue in case you miss the first attack so you can still Sneak Attack can be clutch. Stay away from the Assassin though, it’s only really effective some of the time and the rest of the time it’s like you don’t even have a subclass. Go Swashbuckler instead. A dual-wielding swashbuckler is nice.
