because you're asking them to program, in advance, a bunch of new features, options, and mechanics that people will dream up in the future. If I were DDB, I wouldn't even attempt to go there either.
The homebrew tools on DDB reflect the home brewing options presented in the DM's Workshop chapter of the Dungeon Master's Guide. The tools are literally in accordance with the existing rules, which don't provide guidance on creating new classes, only subclasses.
