Ask your DM. Nothing says that you can, but Mage Hand does say that it allows you to manipulate an object. Whether or not that includes manipulating a set of lock picks into a lock and manipulating an object out of someone's pocket is up to your DM. RAI, probably not, because Arcane Trickster is explicitly granted the ability to pick locks and pockets with Mage Hand, which implies that you can't unless something says that you can.

The thing about Thieves' Tools is that they aren't a single object, they are a collection of objects - per Xanathar's, they consist of "a small file, a set of lockpicks, a small mirror mounted on a metal handle, a set of narrow-bladed scissors, and a pair of pliers." This is why the Arcane Trickster's legerdemain ability is necessary to use Mage Hand in this way, because when you're using thieves' tools to pick a lock, you're actually manipulating multiple objects at once - even if all you need are the lockpicks, they come in a set - while a regular Mage Hand can only manipulate one.
The way that you could use regular Mage Hand (including a racial one) to open a lock is with the key, as that is a single object.
Devil's advocate, Gith mage hand is part of "Gith psionics" it's not even rendered as a hand, but an invisible force. Basically minor telekinesis. I don't think a Gith Mage hand lock picking effort would be so much mimicking tools, but using the Gith rogue's tool proficiency to presume the Gith possesses knowledge of lock structure and workings so that the Gith could plausibly generate a psychic "key," if you will, that will open the lock. Notice I'm allowing this based on the Gith's thieves tool proficiency. I don't know if I'd allow pick pocketing.

If I was your DM my answer would be “you can certainly try.” How successful you’d be…? That’d be up to the dice, and I can tell you it wouldn’t be as easy for you as it would if you were an Arcane Trickster since that’s part of their main schtick. They’ve trained in it, your character would be more like a gifted amateur, or the equivalent of someone who’s watched a few YouTube videos about something and has decided to try doing it themselves.

Psionics is sort of Gith's "thing", to presume a Gith didn't meld their inherent psionics with the basic features of their chosen profession ... I mean the Githzerai are a culture of intense training, and the Githyanki are a culture of incredibly boredom so serially do deep dives into various competencies as a hobby. Like if you can manage mage hand in Limbo or on the Corpse of a Dead God City where time is meaningless, you probably got good mage hand jive.
While still agnostic, and initially leaning to a strict RAW interpretation, I'm thinking I'm coming around to the "yeah let the Gith rogue bend the lock their mind's will" perspective.
