Hey guys. Is there a spell that allows me to shoot lightning bolts out of my finger tips emperor Palpatine style? Preferably around level 4 or lower? That's all, thank you :3
WitchBolt is closest, it is level 1 and is continuous. 2024 version upcasts well. and Lightning bolt but that is instant and 3rd level.

Burning Hands, but with the damage type changed to lightning by one of various means (Order of Scribes, sorcerer metamagic, simply talking to your DM about re-flavoring the spell)

Carric Aquissar, elven wannabe artist in his deconstructionist period (Archfey warlock) Lan Kidogo, mapach archaeologist and treasure hunter (Knowledge cleric) Mardan Ferres, elven private investigator obsessed with that one unsolved murder (Assassin rogue) Xhekhetiel, halfling survivor of a Betrayer Gods cult (Runechild sorcerer/fighter)
Dragon's Breath has essentially the same effect as Burning Hands and already lets you choose Lightning as the damage type. It does require concentration, but lets you use it repeatedly during the spell's duration.

Reflavoring fire ( and possibly cold) spells like burning hands and dragon’s breath are possibly your best bets although witchbolt at L1 and lightning bolt at L3 are pretty much what your after ( I never timed it but does Palpatine ever actually use a single electric burst for more than 6 seconds?

edit: I might reflavor some spells to change damage types if my dm is ok with it, that might grant better results than taking an already existing spell... Or maybe I could home brew my own cantrip with the help of some of my friends!
