The incantantions were an optional rule published in the 3.5 sourcebook "Unearthed Arcane" and you can find in the 3.5 SRD. They work like rituals causing a spell-like effect.
This made me to think about how would be the ordinary life in little towns where standar magic could be necessary but too expensive for ordinary citizens, for example to heal injured victims of accidents or usual diseases. How would be a cheaper option with any handicaps? For example healing spells that needed to be casted in special zones near temples (or certain wondrous architecture) and using help of blessed bandages and ointments for wounds. Maybe a witch could craft some potion or any other single-use magic item using incantantion rituals instead spending spell slots.
What if a rich merchant could pay for a reincarnation spell to become an elf? Even if ten or more years were necessary it would be worth. Can you imagine the potential impact in the society? A simple goblin working in a temple (as a hierodulos or "sacred slave") or in a castle could a a former human who had a lot of debts to be paid.
Could "wondrous architecture" (like magic item but they can't move, from 3e "Stronghold builder's guidebook") be used as a help for incatations?
I always figured that village "Cunning folk" the term for people who practiced herbal medicine but not viewed as witches, would be a thing, and likely low level druids or people with the Druid initiate feat, and would be able to do minor healing and rituals like Purify food and drink or Detect disease.
Places or Archetecthure that helps people do magic is a thing in the realms so it isn't that far out there but are usually ancient and un makable by modern practitioners. the biggest being the Mythals, which are pieces of Elven high magic that are thousands of years old.
I should also point out with the 5.5 addition of decoctions and herbal preperations, there is a system that in world people would use to make low level healing items, and that is likely what everyday people use for healing needs and only go to the local chapel for stronger ailments.
