Last I knew, Wizards of the Coast's research indicated that the largest "setting" for DnD games was homebrew (not closely), followed by Forgotten Realms.. So I'm not convinced that your clam that there are very few homebrew games is accurate.
As for the rest, I really don't understand what you are asking or what you are claiming.

Oersinally my game is homebrew it is planescape but while using the name Sigil i used very little of the origional source material and sometimes i take bits from addventures but the bad guys of the campaigna and alot of mechanics and plot are my own making.

Myself I am playing in a Homebrew adventure that does take place in the Forgotten Realms. This game is played with actual group and not done on the internet. You may have the off chance based upon your location in the real world of not encountering more players and such for a homebrew adventures. While no longer buy the adventures as books in the dead tree since, as I only purchase the adventures here on beyond. But I purchase the real dead tree book of rules to play the game. Having the rules allows me to create new adventures and other homebrew things.

I'm kind of surprised by the first post. The campaign I'm currently running--my first and only in 5e, is a homebrew campaign that I make up as I go. I had no idea that was such a rarity.
Literally every campaign I've ever been in or run has been a homebrew. They use some elements from published settings (mostly just deities and scraps of lore), but other than that the world and plotlines are our own.

I honestly don't understand why you care if people are playing homebrew or not? How does it affect you and the kind of game you like to play? And what do you mean by "most of them are private."? before this conversation goes any further, I'd like to state that it is entirely up to those who choose to run and participate in the PbP adventures on these forums whether they run official adventures, homebrew campaigns or something in the middle.
We don't want any judgement on whether the people involved in these games are right or wrong, because they're absolutely allowed to run and play adventures however they want, as long as none of the forum rules and guidelines are broken.
The one play by post adventure I was involved in here was homebrew.
And, as far as I know, setting the game to "private" is the up to the DM; there's no expectation/requirement that they do so. As much as I enjoy following some play by posts I'm not a player in on another forum, I can understand a given group not wanting their game to be open to the public.
When I added up the PbP campaigns on the front page, 6 were adventure books and 8 were homebrew. Most were private, but that is obviously because they don't want people not in the game posting on the thread.
I don't see any evidence of the problems you're complaining about.
