I know I have done this in the past and have searched everywhere, but I can't figure out how to get a mace as an offhand weapon and the other plus one mace as the main hand attack. 

In the past I just clicked on the weapon and under customization I would get an "off hand" box. that is no longer showing up. I only see "silvered" and "adamantine" as check boxes and some override pulldown boxes and bonus pulldown boxes. How do I access the offhand option again. I've tried everything and all searches say it should just be there as an option. Also, how do I prioritize which weapons I want at the top of the actions menu and which at the bottom?

A Mace does not have the Light property, and can only be dual wielded if the character has that feat. Without that feat, it won’t even give you the option. If you were using daggers, or some other Light weapon, it wouldn’t be an issue.
