Player (Level 14 Gold Dragonborn Champion Fighter) has +6 blanket bonus to all skills. DM said he'd look into it, and made a character who apparently had identical stats. I'm really confused...
Are they cheating? Is this some kind of glitch? If so how can we dispel it?
Is this a character built here? If so, the player would need to post a link to the character sheet.
If not, we'd need a lot more info to know. I think it's unlikely someone could get +6 to all skills without homebrew magic items or feats, but it's possible there are some edge cases that might allow it.

Proficiency is +5 at lv 14, and Champion allows you to add half your prof to checks where you lack proficiency (+3) for STR and DEX, where its reasonable for a fighter to have +3 as an absolute minimum (4 skills).
Fighter gets two skill proficiencies, champion gets an extra one. Dragonborn don't get any skill bonuses. 2 skills from the background.
I count a maximum of 9 skills that could be +6, even with feats (do any even add skill proficiencies?) and magic items are at play here boosting WIS/INT/CHA to +6 it seems pretty difficult to get +6 in all skills.
So every single skill is exactly +6 on checks? Not like 6 is the minimum but Athletics is +11, stealth is +8, etc? It sounds like +6 as the minimum would be hard to hit by lvl14 with a +5 proficiency. And if it’s only +6 to each thing by lvl 14, it sounds like the cheating may be by handcuffing themselves instead of playing to keep their class’ key stats high.
I do, however things are quite tense at the moment and the player would unlikely be happy with me if I did.
Then we cannot help you.
I will note that people do have a Privacy option for character sheets if they dont want them shared. But anyway, without seeing the sheet and checking nobody can actually help you.

Right. It seems unlikely that a player could legitimately get exactly +6 to all skills. However, by level 14, they've had a chance to get plenty of powers, items, feats, etc, so it's probably *possible*.
Without seeing the actual character, or knowing exactly what their stats are, we can't tell you for sure whether it's cheating, a glitch, or legit.

The Dragonborn has two homebrew items, both simple weapons, that shouldn't give the bonus.

Sorry to cause everyone so much trouble, turns out the DM had been a total klutz and accidentally imbued one of his home-brew items with these powers.
