You want to reach the pinnacle of your orders hierarchy, which is a position of power. Reaching that position, rather than say taking it is following the rules of your order, jumping through hoops etc, and is thus lawful.
Also, a hierarchy is a thing of order -- i.e., law, not chaos. You cannot have a hierarchy if you have chaos. That's where the term "anarchy" comes from, defined as "a state of disorder due to absence, or nonrecognition, of authority". Only a lawful character would care enough about the order of authority that he or she wanted to reach the top of the hierarchy.

"I want to run the world so that my friends and I can benefit from the power and enrich ourselves." That's evil.
"I want to run the world so that more people can find peace and harmony under my guidance and benevolence." That's .. technically "Good" though it could be a little more complicated depending on how wise/ benevolent said person is.
The background option just says "Lawful" -- not LN, LE, or LG. So you could be any of the three and it would be appropriate.
Of course, you can be anything you want and still have the background option -- it is just unlikely that a chaotic character would care much about a thing of orderliness, like a hierarchy. Unless maybe it was to become the leader so you could smash it from within, if you hate the hierarchy.

Yeah I was confused by that at first too... but I think Rollins was saying "I thought up many things I could say in response to that generic comment that would get me modded" rather than that my definition of hierarchy was somehow mod-inducing.
