Wood Elf Ranger level 9 with 19 Str using a Flame tongue scimitar has a +9 to hit but just a +5 to damage. Can someone explain how we come to these numbers so I can explain it to the owner of said character. How are modifiers figured out? Thanks in advance.

To hit = STR bonus (+5) + proficiency bonus (+4)
Damage = STR bonus (+5)

Attack + includes proficiency bonus, which is not applied to damage.
Sword magic + and str mod added to both attack&damage.
To Hit: +4 Strength, +4 Proficiency Bonus, +1 Magic Weapon
Damage: +4 Strength, +1 Magic Weapon

The Flame Tongue swords do not grant a +1. But Scimitars can use Dex or Str because they are finesse. Is the PC’s Dex 20?
If so then: Attack bonus = +5 (Dex) +4 (Proficiency) and Damage bonus = +5 (Dex)
