A note moving forward, that’s how all saving throws in 5e are determined. The feature that the PC/NPC/monster is using will have some save calculation, usually 8 + Proficiency + [ability modifier], and the Saving throw required will dictate what Save the opponent uses.
So if a Wizard casts a spell like fireball that requires a DEX Save, then the DC would be 8 + Proficiency bonus + Intelligence modifier because that’s how Wizards calculate their Spell Save DC, and the target would use their Dex saving throw to try to avoid some of the damage.
When a fighter uses a Goading Attack for its Maneuver the target gets a wisdom saving throw.
Is the DC of this saving throw 8 + the wisdom modifier of the target?
No, the DC for the target is
Maneuver save DC = 8 + your proficiency bonus + your Strength or Dexterity modifier (your choice)
So, the fighters abilities determine, how high the enemy has to roll to resist, using in this case its WIS save.
