For instance, for previous editions or the current edition, do they ever release notes from playtesting and development team members? Or do we only get to see behind the curtain through things more controlled things like sage advice and official announcements?
We can actually playtest things that are currently in development. On the “home” tab of your character builder, turn on “homebrew content” and it will all be available for use on your character. You can also view all of their older and current playtest content and keep an eye out for the surveys so you can give feedback and be a playtester too.
I think the question isn't so much "how can I participate in the play testing of new WotC content" so much as "do I ever get to see the data produced from play testing and surveys?" That is sometime between play tests and official product, developers analyze that feedback and the OP I think is interested in what that looks like. That would be interesting but I'm not familiar with any report back to the community outside of followup iterations of playtest material and broad statements of what WotC has "learned" about the player community it engages you see at Conventions and media events.
