Yeah, but without a higher Dex it would be less than satisfying for something like a College of Swords Bard as an example. A Bard would need more particular attention to the build, whereas all one needs for almost any Warlock (or Sorcerer) is Cha, and either Con or Dex. For them, Dex is mostly about AC and Initiative since they are way less likely to utilize weapon attacks interspersed with their spellcasting since Warlocks have EB and Sorcerers wanna stay as far the heck away from anyone who might be inclined to hit them as they can possibly be. Whereas Bards can actually afford to mix it up a bit. Plus, while I too appreciate VM, by 5th level the damage starts to look a bit anemic, and by 11th it’s downright pitiful compared to other options, and as more of the monsters start to gain Multiattack at higher levels, the number of good targets for the rider ability also starts to shrink.
Which class would benefit the most from these stats?
Strength- 9
Dexterity- 11
Constitution- 15
Intelligence- 11
Wisdom- 6
Charisma- 13
Barbarian, or Giant Soul Sorcerer (If I got the right subclass name, they get bonuses from CON)
That is a rather weird stat spread, I see Charisma and Constitution as your highest scores... so perhaps a tome warlock? Or a oddly healthy bard?
Edit: Sorcerer? I wouldn't do anything melee-related with low DEX (+0) & STR (-1) unless your a hexblade or something.
Personally I'm leaning more towards bard or sorcerer on this one, as both have plenty of spells that don't require you rolling a attack.

Any Charisma Caster would do okay with that array. Mayhap a Warlock?
