2: How do I make an piece of text that can be hovered over to see the rules for that mechanic/spell (like hovering over the name of a spell to see what it does).
1) Necroing a thread is an unspecific term that I usually see applied to threads that are a year or more old (since the last post). If it's just a discussion, it can become old after new source books are released, making the posts obsolete. If it's a guide, then it can be updated randomly, because it is always relevant.
2) For some items, you can type code like the following: [monster][monster], [spell][spell], or [magicitem][magicitem], where the second word is preceded by a slash "/word"

Thread Necromancy is no longer an issue, they changed their guidelines a while ago about that. It is no longer considered to be poor taste to make a comment on any post no matter how long it has sat dormant provided that your post is relevant to that subject and doesn’t break any other rules. As for bumping, a post is only considered bumping if it seems to have been made for the sole and express purpose of moving that thread to the fron page of the forum and does not actually contribute anything to the conversation.

You have to use [ ], not ( ). Like this: [ spell ]fireball[ /spell ] with no spaces is fireball.
