Do you own or has the Eberron content been shared with you here on DnDBeyond? If you do not own it or it's not being shared by someone that does own it, you won't have access to it.
I'm not sure if it's still a part of playtest content but a setting you enable in the first screen of character creation enables the testing stuff, same place as crit role content
All things Eberron are technically still play-test material, but some things have been publicly released for more general usage. You first need to own the content (or be in a campaign with a master-tier subscription where someone else owns it), and then you need to turn on the option for Eberron content in the character builder itself.

As Rocket365 indicated, I think the Eberron races are still Playtest material. I can’t be absolutely certain about their availability for folks who haven’t bought Wayfinders, as I have it, but if I turn off Eberron content and turn on playtest, I can see access the Changeling Race in the builder, and that was true for me before I had Wayfinders. Note, however, that once Wayfinders is out of playtest and/or once a hardcore is published with the Changeling race in it, that race will no longer be available here for new characters. (Any current characters using it can still do so, as long as you don’t change the race on that character).
Your other options are to homebrew the race here or to purchase just the race you want from Wayfinders. (Marketplace>Wayfinders>View Purchase Options)
Why are Changelings not a usable race in the character maker on this site? I'm new, and my first character is a Changeling.
Changelings are part of the Eberron Playtest content. You can see them in the Races section:

If you haven't purchased the Eberron content, you won't have access to the Eberron races. You can purchase them individually
