Have a player in homegroup (Forge Domain Cleric) that uses Artisan's Blessing to the fullest. She also takes job as team "quartermaster" seriously, keeping weapons and armor maintained for the group. The only downside, she will often use her Artisan's Blessing to stock up on Lodestones (I allow her to use it to create 1 large Lodestone for 100gp, then let another member divide it into 4 [he has proficiency with Jeweler's Tools]) to be able to use Mending.
I want to award her with improved Smith's Tools, but have hit a hard decision: do I craft tools with Mending built in and charged (to balance a material-less use), or would a +1 to her new tools be better (she can quote XGtE's item forging guidelines to me verbatim LOL)? Or does someone out there have a third option I haven't thought of?
Already have a storyline hook to produce it, just can't decide WHAT to produce. All suggestions welcome.
Why does she need a set of tools for material-less use, or to constantly produce lodestones? Mending does not consume the lodestones she's already produced - you only need one set of stones to cast Mending whenever she likes. Given this, I would consider the +1 bonus, boring as a flat +1 usually is, over allowing her to cast something she can already cast.
A spell only consumes the material components if it specifically says that it does. The loadstones mentioned in Mending are not specifically consumed, so she can use the same two loadstones over and over every time she casts the spell. Also, as a cleric, she could use her holy symbol to cast the spell, which means she can completely skip the loadstones altogether as per the rules for spellcasting foci such as holy symbols. The same goes for all spellcasters who use spellcasting foci (or a component pouch), and applies to all spells with material components with one exception: any material component that lists a specific cost in gold must be provided. So, for example, she could cast Identify and use her holy symbol in place of the feather, but she still needs to have a pearl worth 100gp since that cost is specifically mentioned. But she can use the same pearl an infinite number of times since it is not specifically consumed by the spell.

As for the other part that Sposta pointed out, long story short we make our casters actually use the listed components (helps with inspiration for side mission/downtime work hooks).
