I would recommend a slight adjustment to the language:
A white-hot electric spark dances on your fingertip and then bolts toward a creature (or object) within range. You release a small stroke of electrical energy. Make a ranged spell attack against the target. On a hit, the target takes 1d8 lightning damage, and (if it is a creature) it can't take reactions until the start of its next turn.
The spell’s damage increases by 1d8 when you reach 5th level (2d8), 11th level (3d8), and 17th level (4d8).
If you intend it to only be able to target creatures then omit anything in parentheses. Any spell that only ever mentions a “target” can usually target creatures or objects, anything that can only affect creatures specifies that somewhere.

Seems pretty balanced. Shocking Grasp is a pretty strong Cantrip, but this doesn’t seem like it would be much more of a problem than ray of frost.
