Hey just wondering how to do this in a magic item

While wearing this brooch, your hit point maximum
is reduced by 3 and you gain a +2 bonus to AC if
you are not wearing medium or heavy armor.

Still new to crafting on dndbeyond so figuring out minus bonus are 😶 to me
