That is correct. Only hombrews actively on your collection are accessible, things only in your “creations” are hidden. All homebrewed content in everybody’s Collections is automatically shared with everyone in DDB campaigns with each other. In order for DMs to keep stuff inaccessible until ready, we can “remove from collection.”

Please post a link to your character sheet so someone can look into it for you. Copy the actual URL please, not the “share link.” (Someone would just have to take the extra steps to convert the “share” to the URL for you.)
Non-staff can't see your sheet since it's Private, but try clicking the Inspiration box twice and then reloading your character sheet. See if the spells are available now.

In that case, it can be a problem with your homebrew creation.
In the homebrew spell creation/edit page you will note that right below the "description" form you have a box saying "Available for Class(es)" where you suppose to make it avaliable on specific class/subclass spell lists.
Check if the classes/subclasses avaliable matches with the one PC class/subclass that you want to have access to that spell. Also, check if the spell level matches with your PC caster level.
Depending on the spell level of your homebrew spell and the class/subclass of your character, the spell will be avaliable on the character sheet and character creation page only if the PC have the proper class/subclass and also only when it have access to that level of spells.
Can you post links to your homebrew spells, too? You don't have to publish them.
I do see already that your character sheet has Homebrew Content turned off (toggled to the left and colored gray), which will prevent any homebrew from being added to the sheet.

I can not access my Homebrew spells in builder or character sheet. I have a Master annual subscription. Please advise.
Subscriptions are irrelevant to homebrew except for adding other people’s published ‘brews to your own collection.
On the Homebrewer tab of the character builder, the toggle next to •Homebrew Content” needs to be on (red, to the right).

Thats how it works, I suppose. Any homebrew you want avaliable must be on you collection and those you want unacessible you take it out of it.
