First magical item, a ring which can cast 3 specific spells once per day, do not want to cast three of same spell.

Also, can I set ring to cast spell at a specific level regardless of character level?

No. The “Number of Uses field is not available for spells attached to magic items, and charges cannot be restricted like that. You would just have to include it in the description and rely on the honor system.
