Workin on a few spells for my illusionist. Please provide innput. Not sure on the level for the Fireworks one.
SHIMMER FLARE
Illusion cantrip
Casting Time: 1 action
Range: 60 feet
Components: V S
Duration: 1 round
You hurl a shimmering multi-colored bolt of light at the target. Make a ranged spell attack against the target. On a hit it explodes in a burst of light dealing 1d6 radiant damage and temporarily disorienting the target. The target then will either subtract 1d4 from the next attack roll it makes or the next attack roll against it gains a 1d4 bonus, whichever comes first. Once the penalty or bonus is used the effect ends. This effect last until the end of your next turn
At Higher Levels. This spell’s damage increases by 1d6 when you reach certain levels: 5th level (2d6), 11th level (3d6), and 17th level (4d6).

FABULOUS FIREWORKS
(3rd or 4th)-level illusion
Casting Time: 1 action
Range: Self
Components: V, S, M (phosphorus)
Duration: 10 minutes
You create six tiny motes of sparkling light in your space. They float in the air and orbit you for the spell’s duration. When you cast the spell — and as a bonus action on each of your turns thereafter — you can expend one or two of the motes, sending them streaking toward a point or points you choose within 120 feet of you. Once a mote reaches its destination or impacts against a solid surface, the mote bursts in a shower of bright light. Each creature within 5 feet of the point where the mote bursts must make a Dexterity saving throw. A creature is blinded untill the end of your next turn on a failed save.
At Higher Levels. When you cast this spell using a spell slot of (4th or 5th) level or higher, the number of motes created increases by two for each slot level above (3rd.or 4th)
Your Shimmer Flare is more Evocation than Illusion. Illusions are supposed to be not real, and making an attack roll against a target’s AC is very real. Perhaps instead of an attack roll, a saving throw to realize it’s an illusion would be more fitting, either Int or Wis I think. And cantrips are supposed to be simple spells, but yours is either part of bane, or part of bless, whichever happens first. It seems a bit much for a cantrip.

These spells are pretty good, they should also be available to bard (though that hardly matters), but otherwise I like them.
Fireworks should be a 4th, or 2nd if it made only 3 motes.
