Hey,
I've added a few backgrounds off the homebrew section and added them to my collection but they aren't showing up when I go to select them as options as they don't even appear even though they're shown in my collection. How do I fix this issue?
On the first or home page of the Character Builder, make sure you turn on Homebrew Content (toggle should be right/red).
it is on but none of the homebrew backgrounds are showing up
Try bumping your character up a level and then back down, to update the data cache.

My homebrew content: Monsters, subclasses, Magic items, Feats, spells, races, backgrounds
Subscriptions are only necessary to add them to your collection. Once they’re added it is no longer relevant.
