I wanted to flavor Hunger of Hadar for a warlock of mine, but the homebrew system is needlessly obtuse. I just want to change the wording, but that requires creating a spell from scratch, as Hunger of Hadar is not listing for ANYONE in the campaign as a spell template. And yes, we own the PHB.

The main issue I'm having is that it is displaying an attack roll instead of the Dex save.

Only the specific individuals who actually own the PHB on DDB will be able to use that spell as a template. If there is a DM and 5 players, and only one of you purchased access to the PHB from DDB, then only that one person will be able to use that spell as a template.

it is displaying as an attack roll instead of a saving throw because at one point you listed it as a having a spell attack type and since them the system hasn’t updated.

Also, Spell Sniper should only affect spells that require an attack roll, so it would not apply to Hunger of Hadar.
