Essentially, that means is that no matter the type of armor, the race always gets a flat +3 to it's AC, but the DEX is always out of the calculation.
Here's what I did:
Bonus -> Armor Class -> Fixed Value: 3 Set -> AC Max Dex Modifier -> Fixed Value: 0 Set -> AC Max Dex Armored Modifier -> Fixed Value: 0 Set -> AC Max Dex Unarmored Modifier -> Fixed Value: 0 Ignore -> Unarmored Dex AC Bonus Ignore -> Unarmored Dex Natural AC Bonus
On my test character, it worked really well, it was even compatible with the Barbarian/Monk Unarmored Defense (as it is supposed to). But when I equip a light armor like the Leather one, the Dex gets calculated anyway. Is there any way to ignore the light armor Dex bonus?

Not by using armor. You can replicate a non-DEX based armor using a wonderous item, but any light or medium armor, even a homebrew item that is based on armor, will always add your DEX modifier to your AC (medium armor limited to +2 or +3). Heavy armor won't add DEX, but that comes with its own set of limitations you have to account for.
