When choosing a racial spell the charm monster spell doesn't show up, but you can get 9th level spells? is it a glitch, not implemented, or is there some sort of balance issue I'm not seeing?
Charm monster was first published in Xanathar’s Guide and as such is not one of the “free content” spells. To use it in the homebrewer you need to purchase either that book, or at least that spell from this website.
