edit: in regards to your question I honestly not sure if you can/should simply because they wouldn't want that to be a thing because each group does balance differently and they wouldn't want to comb through every situation. One thing that you can do instead is comment and/or down vote the homebrews in question.

Sure I can do that, but homebrew content that have really bad reputation should be considered for removal maybe?
DnD homebrew creation have rules, if you do not follow them and if people do not like your creation... Why leave it online and take space on servers?
I see. Then as Fallen has noted you should either make a comment (like asking why they chose to do something that way) or use the up/down system. You can set the negative threshold so it can automatically ignore creations that received a certain amount of down votes.
I personally don't see how it is trolling or spam, but the Terms of Service (ToS) for this site may be different. Reporting it that way may be considered abusing the system which could have its own issues (again you will have to see the ToS).
I would strongly discourage you from doing this and posting publicly that an item is OP. If you are compelled to discuss it, PM the creator and discuss it with him directly and privately. As PAX said, each table needs to have the freedom to do it their way. Just make sure your players at your table know you consider it OP and won't allow it in your game.

That one doesn’t even make sense. How would you use a 4th-level spell slot to cast a Cantrip? Like, yes it’s OP, but it’s also just poorly written.
Looks like the merely took the Fly spell, than added their own flavor and down graded. So they most likely didn't even check the spell wording. I presume this person wanted to let their Aasimar PC fly from the get go and made a spell for it. Like how people make Mage Armor items to get around the Mage Armor spell, but they decided to publish this homebrew rather than keeping it campaign specific
I've asked about some of these issues before. The current setup has thousands of pages of very poor quality on average. I think that the homebrew listings would be many times better if the mods were to simply remove homebrews with the placeholder text, and auto-block new publications with it. I swear I cringe every time I sift through and maybe one in three entries still have text like:
Enter the description for how legendary actions work for your monster here.
Legendary Action Name (Costs # Actions). Enter the description for your legendary action.
because it's obvious that the work isn't finished and ready for publication. Also, way too many published brews refer to other homebrew work or private campaign flavor, so as to be of use to nobody but the author.

I disagree because it is cantrip that let you fly 60ft. for no action and only sorcerer have it listed. Other then spell name Aasimar Is not mentioned.

Agree. If you don't want trash content cluttering up your homebrew browsing, set a negative vote threshold. This method is somewhat clunky, because most homebrew content that is poorly made isn't really voted up or down, it's just ignored. And there is plenty of good content that people don't vote up or vote down. Remember, invisible users exist.
People have different balencing systems. A helpful courtesy is to only publish homebrew content that would be usable by EVERYONE, not just for your personal campaigns. Publish campaign-specific homebrew is against ToS. If you see a creation with "horrible" balencing, chances are it's designed for that user's specific homebrew rules. Then maybe you can report it becauses it shouldn't have been published in the first place.
IMHO, if it is listed as homebrew and the post seems honest then I would say why you think it is OP, OTOH I have seen lots of people posting spam and trollish material on another company's forum and it can put off the rest of the posters if not taken care of ASAP. It is a fine line that mods have to walk and I have found that often spamers and troll's try and make it as hard as possible so their content stays on the boards.
As a side note when posting, I always try to keep in my mind the question "Is this a trollish or spamish thing?" Or am I violating the ROC for the site?
