I'm trying to homebrew a magic cloak that will give the wearer an additional turn undead . I can't seem to find the way to do that. (Also, a tooltip would be welcome).
You cannot make a magic item that will give an extra turn undead, just make one with a single charge and let them spend that to fuel a channel divinity.
Like I said, there’s no way to make an item that increases the number of uses for a class feature like channel divinity, but you could explain it in plain text and add a charge to the magic item that could be expended in place of a use. It would still put a checkbox on the character sheet for them, just under the item instead of under the feature itself.

Thanks in advance
A tooltip for what?

I was looking for a turn undead tooltip, but since that's not available for magic items, it's a moot question. Thanks for the heads up.
There are no tooltips for class features. You can learn all about what tooltips are available here: (https://www.dndbeyond.com/forums/dungeons-dragons-discussion/homebrew-house-rules/9811-how-to-add-tooltips).

I hope that helps.
