Is it possible to remove racial feats with homebrew items? This item is trying to remove the Sunlight Sensitivity feat for Drow, but I can't find any settings that allow me to remove it. Is this possible?
That's definitely not possible. Two separate features can rarely really interact with one another.

No, an item cannot remove a racial trait from a character sheet. However, it can simply indicate that racial trait has no effect.
