Hello community, I am trying to homebrew a spell that is 5th level and I intend it to scale up to higher levels. I have the damage modifier on it and everything then went to the higher level scaling section, set the damage it was based off of and the appropriate level then set it to additional points (more damage right?) after all that was done I checked on one of my characters to see how it was and it was not scaling. Did I miss/forgot something? 

Yes, under Basic Information you need to check the box labeled “at higher level scaling” and set the “higher level scaling type” to “spell scale:”
