In my campaign, there's an individual with magic eyes that I'm gunning for, but I also have access to the regeneration spell. If i were to defeat this person and swap our eyes ala sharingan style from Naruto while under the effects of regeneration, would you say I could successfully take their eyes? And would you say i would obtain their abilities? The DM said "You're more than welcome to try!" But last time he said that, i actually succeeded with my action.
If you're going by the rules as written... maybe. It's a bit ambiguous (as it so often is). The relevant part of regenerate:
The target's severed body members (fingers, legs, tails, and so on), if any, are restored after 2 minutes. If you have the severed part and hold it to the stump, the spell instantaneously causes the limb to knit to the stump.
I believe that this effect should work for eyes even though the word "limb" is used, because the part is defined before the use of the word more generally and with an example that isn't necessarily a limb (as far as I can tell, non-prehensile tails are not technically limbs). I suppose that an eye probably counts as a "body member."
The other ambiguous section of the description is "the severed part-" specifically, whether it is meant in a specific or more general sense. It could mean the exact same part that was severed off of the body, or it could mean the same type of part, since that would grammatically also be the "severed part." I think that I would actually lean towards the latter and more general ruling, but it also makes complete sense for a DM to rule the other way. In order for you to go around stealing eyes, you would have to have a DM that rules with the more general definition of "severed part," since otherwise the only eyes that you could stick back into your sockets would be the ones you just took out of them.

That’s iffy. I could see it going either way depending on how the DM interprets the spell.
Also, when a DM says “you can certainly try,” that doesn’t always mean it won’t work, I just means they’re not gonna tell you if it’ll work in advance. 😜

Honestly as a DM I would say it works. Mostly just because its cool and I don't see why it should not work.
