I know that as a DM I can do this for my game, but do the homebrew mechanics here allow you to create such a feat? My ideas for it: 1) ranger only 2) one or more feats as needed to grant a ranger two more favored enemies or 2 more favored terrains.

You can assign specific Favored Enemies through a feat, but not to offer a choice. They would have to tell you their choices and you would have to create the feat as per those specifications.
