Adding a Feat to a Magic Item

I wish to add a feat to a homebrewed magic item.

Why are only certain feats available through the [Add a Modifier]  /  [Modifier Type: Feat] feature?

Is there a way that a homebrewed feat can be added to a homebrewed magic item?
