You would set up Second Wind as a “Bonus Action,” and Action Surge as a “Special” action. Most of the rest of it will be plain text. As for Second Wind, you would also add the die roll, and a series of Level Overrides to represent the scaled healing, you would add a series of Level Scaling to that Action. Be sure to include the 1d10 roll for each Level Scale entry or it won’t work. If you need any more help lemme know.
So if I wanted to say. Make a homebrew version of the purple dragon knight. And give it 2 extra uses of second wind at level 3 and 1 extra use of action surge at level 10. Would I need to make a feat or could I add them via the the level 3 and level 10 abilities?
Either way, you wouldn't be able to actually change the amount of times you can use second wind or action surge. I'd say just put them at class features, and give them an amount of uses as however many action surges/second winds you want to add.

Trying to make a feat that will give a character additional class features but I can't figure out how to put it into a homebrew feat.
