My question, would the swarm be sufficient to meet the fortune of the many feature? Would a hobgoblins allies include the swarm?

Ok. I'm going to play devils advocate for a moment.
Intangible meaning unable to be touched or not coporeal, so Obi Wan's ghost is not luke skywalker's ally? A player could argue that just because its intangible it still qualifies as an ally, and therefore meets the hobgoblins feature requirements.

Does the swarm have ability scores, AC, or HP? Then it’s not a “creature,” and only creatures can be “allies.”
