I recently purchased a third-party book called The Game Master's Book of Legendary Dragons, which contains a Dragon Rider class; it's neat stuff, and I was toying with the idea of transferring the class from the book to DNDB, but I'm worried about skirting legal issues (namely plagiarism). Is there any kind of policy regarding that?
Yep, for instance my homebrewed by me collection is relatively small, 33 items, only 1 is published, everything else is "private, never submitted" and are almost entirely 3rd party species and lineages from a range of sources. It's personal use for your use and your table/campaign.
One caveat: I'm not familiar with the book you're referencing, but you mentioned Dragonrider _class_. Do be advised that you can not homebrew _classes_ in DDB, just _subclasses_. So if the Dragonrider was a subclass of say Fighter or Paladin, you're most likely all set. However if it's an independent class, to use it on DDB you're going to have to shoehorn it into an existing class. There's an active homebrew subforum here, you might get some tips on how to do that, but my sense is it will be a frustrating endeavor.
People have asked for the homebrew toolset to be allowed to create homebrew classes, but it seems to be a nonstarter discussion.

Yeah, I saw after I submitted this post that DNDB only allows for subclass homebrewing, but that shouldn't be a major obstacle; it's got a "maneuver" mechanic similar to Battle Master, so I'd figured it would fit easiest into Fighter. Thanks for the answers!

This is how I do it. 1284 homebrew creations, of which 11 are published. Plus an additional 437 deleted creations.
Was this ever completed? I’m wanting to use this class in dnd beyond myself but I’m not super tech savvy and I keep running into issues while building the subclass

You can create it in DnD beyond, but can't publish it. It'd be avaliable to you and any of your shared campaigns.
