When you say you want it to divide into two daggers, do you mean one weapons doing 2d4? (In which case editing a double-bladed scimitar to piercing instead of slashing seems like a possibility.) Or do you mean literally two different daggers? In which case your best bet is going to be to make the shortsword and then also make the dagger version too. And you'd manage on your sheet if it's in shortsword form (equip the shortsword) or daggers form (equip the daggers).
What you want isn't supported by the homebrew system. You could make magic item versions of the sword and dagger with relevant description changes. It would be up to the player to swap them out as needed.

I am wondering how if there is a way to make it so an item can change. By that I mean a Short Sword that can divide into 2 daggers.
