I'm creating a homebrew subclass for Bard, and I want to give the subclass access to a few homebrew spells (which I've already created) such that a character which takes the subclass has access to those spells and can cast them as though they know them without the spells counting towards the spells known. I have followed multiple forum threads and guides (including https://www.dndbeyond.com/forums/dungeons-dragons-discussion/homebrew-house-rules/131411-a-homebrewers-how-to-faq) but have yet to find a working method.
The spells should simply be known to the character without counting towards spells known, scale appropriately (i.e., the character can cast a 3rd-level spell at 4th level and higher), and consume a spell slot when used. Essentially, like an extra Additional Magical Secrets but unique to my homebrew subclass.
If there's a better way to accomplish this, like with a magic item with spells attached, that also works. So far I've been able to attach spells to a magic item, but they're only listed on the character sheet as "At Will" and do not scale up with each casting level.

Leave absolutely everything else completely untouched. In the “available at level” field, you would put whatever level is appropriate for the level of the spell. 1st-level spells are available at 1st level, 2nd-level spells are available at 3rd level, 3rd-level spells are available at 5th level (NOT 4th as you wrote), etc. All of this is exactly as explained in the Homebrew Subclasses & Species FAQ, question #14: (https://www.dndbeyond.com/forums/dungeons-dragons-discussion/homebrew-house-rules/131411-a-homebrewers-how-to-faq#HomebrewSubclasses&SpeciesFAQ).
