Does anyone know how to (if it is even possible) create a homebrew weapon that can reduce an opponents ability score.

Or will it have to be in the description and do it manually.

Since nothing on any character sheet actually interacts with anything other than that character sheet, there is nothing to add mechanically. Therefore it would have to be plain text.
